The base is located in the center of Huilongguan residential area, surrounded by high-density houses. Citizens urgently need high-quality open space. The goal of planning and design is to create an "open and compatible" indoor and outdoor activity place for citizens. Facing the public, it has become a carrier to meet the needs of people's multi-level sports and cultural life.

This project is mainly divided into two parts: sports fitness center and cultural activity center. The underground part includes some sports venues and underground parking lot.

The sports and fitness center consists of Ice Hockey Hall, badminton hall, swimming pool, table tennis hall, fitness hall, outdoor stadium stand and related venues. The total construction area of the sports and fitness center is 39000 square meters, including 26000 square meters of above ground construction area and 13000 square meters of underground construction area.

The cultural activity center includes the Grand Theater (950 seats), the small theater (300 seats), the cultural center, the library, and the citizen bookstore (including the commercial supporting facilities). The construction area of cultural activity center is 24000 square meters;
